Loudness and peaks answer different questions
Integrated LUFS measures perceived loudness across the recording. Sample peak measures the highest stored sample. The true-peak reading is an interpolation estimate and is not a certified broadcast meter. Very quiet audio and files shorter than 400 ms may have no integrated reading.
